The 2023 Nebraska Rural Poll, a comprehensive survey gauging rural Nebraskans' opinions on policy and quality of life, has uncovered intriguing findings about their awareness and support of the farm bill and federal agricultural policy. Despite a general unfamiliarity with the details of the farm bill, there is widespread support for many of its programs.
Awareness of the Farm Bill
The survey reveals that two-thirds of rural Nebraskans are either very (43%) or somewhat (23%) unfamiliar with federal agricultural policy. Only a small fraction, about 7%, consider themselves very familiar. Interestingly, those working in agriculture, living in smaller communities, or possessing higher education levels showed greater awareness.
Support for Farm Bill Programs
Despite the limited familiarity, rural Nebraskans show strong backing for various farm bill programs. Notably, federal funding for conservation (79%), rural development (78%), and research and education programs (77%) received significant support. Contrastingly, only 35% support international food assistance programs.
Domestic Food Assistance
Domestic food assistance, a major component of the farm bill, garners support from over 60% of respondents, with higher backing from lower-income households. This suggests a recognition of the importance of these programs among rural communities.
Regional Differences in Support
The Panhandle region stood out, with residents showing higher support for programs focusing on agricultural trade, research, education, and targeted producers. This reflects the region's diverse agricultural economy and its reliance on federal programs for economic growth.
Complexity and Coalition Support
Brad Lubben, a Nebraska Extension specialist in agricultural policy, notes the irony in rural Nebraskans' unfamiliarity yet support for the farm bill. He explains that while the bill's complexity makes it challenging to follow, its various programs appeal to broad groups, creating a strong coalition of support.
The Poll's Scope and Methodology
The Rural Poll is the largest of its kind in Nebraska, involving over 6,000 households across the state, with a response rate representing 86 counties. Conducted by the University of Nebraska-Lincoln's Department of Agricultural Economics with Nebraska Extension funding, the poll has a margin of error of plus-or-minus 3%.
