DWFI Internship Supports Innovative Water Solutions for Farms

The Daugherty Water for Food Global Institute (DWFI) at the University of Nebraska is working to develop innovative water management solutions for agricultural producers in Texas’ Lower Rio Grande Valley, with support from Elliana (Ellie) Hiser, a Stanford University student who returned for her third summer internship in 2026. Water availability remains one of the region’s most significant challenges, as farmers depend heavily on irrigation to grow crops such as sorghum, corn, cotton, citrus, and vegetables.

To help address these challenges, DWFI is developing new approaches to improve water security and agricultural sustainability. Hiser contributed to these efforts by supporting the development of water options markets for growers and irrigation districts in the Lower Rio Grande Valley.

These proposed markets are designed to give producers additional tools to manage water shortages, reduce production risks, and improve long-term farm resilience. The initiative could also create new revenue opportunities for irrigation districts, helping fund infrastructure improvements and strengthen water management systems.

The Lower Rio Grande Valley is served by more than 20 irrigation districts that distribute surface water through canal systems to farms and, in some cases, municipalities. Because water policies vary by district, growers often face different levels of access to reliable water supplies.

Limited irrigation access can increase farming risks, raise crop insurance premiums, and reduce eligibility for certain insurance benefits. To address these concerns, DWFI is collaborating with the U.S. Department of Agriculture’s Office of the Chief Economist and local stakeholders to establish water options markets.

Under this model, growers could secure future access to water at a predetermined rate through a smaller upfront payment. Such agreements can provide greater certainty during drought conditions and may help producers qualify for irrigated crop insurance coverage.

During her internship, Hiser conducted research and supported the development of these water market strategies. The experience gave her valuable insight into how water policy influences agricultural operations and the livelihoods of farming communities.

She also worked closely with growers, irrigation district managers, and other regional stakeholders. These interactions helped her better understand how improved water management can boost agricultural productivity and support local economies.

The internship exposed Hiser to the diversity of crops grown throughout the Lower Rio Grande Valley and highlighted the economic importance of agriculture in the region. It also demonstrated the close connection between water availability, risk management, and farm profitability.

Beyond research, the experience provided a firsthand look at how policy and innovation can be transformed into practical solutions. Working alongside DWFI experts and stakeholders allowed her to see how collaborative efforts can address real-world agricultural challenges.

Through initiatives like this, DWFI continues to advance innovative water management solutions that promote agricultural sustainability, strengthen rural economies, and help producers adapt to increasing water-related challenges.
