Federal Policy Lags Behind Farm AI Growth

Council for Agricultural Science and Technology (CAST), based on the peer-reviewed report AI in Agriculture: Transforming the Food System from Data to Decisions to Action, brief authored by Alex Thomasson, Professor and Director of the Agricultural Autonomy Institute at Mississippi State University.

Artificial intelligence is becoming deeply integrated into modern agriculture, changing how food is grown, managed, processed, and delivered. A new report suggests that while AI adoption continues to accelerate, public policy is not advancing at the same pace.

The study examines the current state of AI across American agriculture and identifies opportunities and challenges that could influence the technology's future impact. Researchers found that AI is already creating practical benefits throughout crop production, livestock operations, and food supply chains.

The report states that AI has moved beyond experimentation and is now supporting real-world agricultural applications. Farmers are using AI-powered tools to improve operational efficiency, strengthen resilience, and make more informed decisions. These technologies also help improve resource management and contribute to more sustainable production systems.

One of the most significant developments is the emergence of autonomous systems. Advanced machinery and robotics are increasingly capable of performing agricultural tasks independently. These innovations are moving from research demonstrations to commercial use, indicating strong momentum across the sector.

Researchers point to the growing importance of what is known as physical AI. Unlike traditional systems that primarily analyze information, physical AI technologies can make decisions and take action. Examples include autonomous weed management equipment, robotic field systems, and automated food inspection technologies.

The report identifies data as the foundation of successful AI adoption. Large amounts of reliable information are required to support machine learning systems and generate accurate recommendations. As a result, the availability and quality of agricultural data have become major priorities.

"Artificial intelligence has advanced so fast that it's not really just a research tool anymore; it's embedded in agricultural practice now," said Thomasson. "From autonomous weed spraying to AI-assisted seed selection to real-time food safety inspection on processing lines, the technology is already changing how farmers work, how food moves through the system, and what we expect from that system. The policy conversation needs to catch up."

Rural connectivity is another critical concern. Many AI-powered technologies depend on broadband access and digital infrastructure. Without improved connectivity, some rural regions could face barriers that limit their ability to benefit from emerging technologies.

Beyond the farm gate, AI applications are expanding throughout the food chain. Technology is helping improve seed selection, food processing efficiency, quality assurance, and food safety monitoring. These capabilities can contribute to a stronger and more reliable food system.

The report also highlights several policy areas that could shape future outcomes. Investments in broadband expansion, research funding, workforce training, and digital infrastructure are viewed as essential to supporting continued innovation.

Industry leaders say workforce readiness will play a major role in determining how effectively AI technologies are adopted. Farmers, technicians, and agricultural professionals will increasingly require digital skills and technical knowledge to manage advanced systems.

Data ownership remains another important issue. As farms generate larger volumes of information, questions surrounding control, accessibility, and protection of data are receiving greater attention across the industry.

"CAST exists to translate agricultural science into policy-relevant guidance, and AI in agriculture is exactly the kind of complex, fast-moving topic where evidence-based analysis matters most," said Chris Boomsma, Executive Director of CAST. "This brief gives Congress and federal agencies the scientific foundation they need to make smart decisions right now, not after the technology has outpaced the regulatory environment entirely."

Experts believe thoughtful policy decisions can help maximize the benefits of AI while ensuring rural communities share in the economic opportunities created by technological advancement. Supportive frameworks could also encourage innovation and increase confidence in emerging tools.

The report concludes that AI is already influencing nearly every stage of agricultural production and food distribution. While the technology offers significant promise, its long-term success will depend on infrastructure investments, workforce development, and policies that keep pace with rapid innovation. With the right support, AI could help drive the next era of agricultural progress.
